Welcome to the consultation website for Muller Property Group’s proposals for new homes on land west of Moorsfield Avenue in Audlem.

Masterplan Updates: 13 May 2025

We would like to thank everyone who took the time to share their views and contribute to the consultation process. We have carefully considered the feedback received from the community, and in response we have made a number of changes to the scheme to reflect the views and priorities shared with us.

While many of the adjustments were not technically required, we felt it important to respond positively to the concerns raised. 

The key revisions include:

  • Revised Access Proposals: A second access point via Moorsfield Avenue has been added to the scheme, addressing concerns about the original single access via Tollgate Drive.
  • Additional Parking Provision: Eight extra parking spaces, including one disabled bay, have been added adjacent to the public open space to enhance accessibility for residents and visitors, and to help address concerns raised about parking pressures in Audlem.
  • Layout Adjustments: The site layout has been modified to mitigate concerns regarding daylight and overlooking impacts from two-storey houses on existing bungalows along Tollgate Drive and Moorsfield Avenue. Separation distances have been increased, and additional tree planting introduced to further soften views and minimise visual impact.
  • Improved Connectivity: An informal footpath has been added through the Country Park to strengthen pedestrian links within the development and surrounding areas.

Public Meeting: 25 April 2025

Muller Property Group held a public meeting with local residents on Thursday 24th April at Audlem Methodist Church, Audlem.

Thank you to everyone who attended and took the time to engage in valuable conversations with the project team. We greatly appreciate the feedback received, and we are now reviewing the proposals to reflect the comments and suggestions shared during the event.

The emerging outline proposals

Muller Property Group is preparing an Outline planning application for up to 127 high-quality homes in a range of sizes and tenures, catering to diverse housing needs, with a 30% affordable homes provision.

The masterplan is landscape-led, preserving the vast majority of existing trees and hedgerows while introducing new planting to enhance the natural environment. A new country park will provide recreational opportunities for current and future residents, whilst contributing to local biodiversity.

Thoughtfully designed public spaces, green corridors, and improved pedestrian connections will enhance accessibility to previously restricted open spaces and link the development to the village and surrounding areas.

Our Outline planning application is designed to meet the local needs of residents while respecting the local character. This website provides an overview of our initial proposals and allows you to share your thoughts before we submit our application.

How does the planning process work?

The plans for Moorsfield Avenue are still at an early stage, with a holistic outline application now being prepared. Feedback from this consultation will help to shape the emerging outline plans prior to the outline planning application being submitted.

An outline planning application establishes the broad principles of development, such as access arrangements, illustrative concept layout, number of homes and general extent of development.

When an outline planning application is submitted to the local planning authority (in this case Cheshire East Council) it is then subject to a formal consultation called a Statutory Consultation.

This includes consultation with a range of statutory consultees such as the local NHS Integrated Care Board, the local education authority, the lead local flood authority, Natural England, local and national highways authorities, local town and parish councils, and many others, as well as the wider community.

If outline planning consent is granted, a detailed planning application called Reserved Matters planning application would be prepared. The planning application would include more detail such as architecture, materials, detailed layout and landscaping, and would be subject to further consultation with the local community before being submitted for determination. As with an outline planning application, Reserved Matters applications are also subject to Statutory Consultation.

Overall, the process can take a number of years between an outline planning application being submitted and development commencing on site. We have set out a rough guide to anticipated timescales in the timeline at the bottom of this page, however it is important to note that this is approximate and is very much dependent on local planning authority timescales and matters arising during statutory consultation.

Planning Policy Context​

The site is located outside the greenbelt and occupies a highly sustainable location on the edge of the settlement boundary of Audlem. As such, it was submitted via Cheshire East Council’s latest Call for Sites and promoted through the Council’s review of the Local Plan.

Local Plan Review

Local planning authorities are required by Government to update their Local Plans every five years. The current Local Plan for the Borough was adopted in 2017 and has now fallen significantly out of date. Progress on producing a new Local Plan for the Borough in under way and the current timetable for the new Local Plan to be adopted is Q3 2028.

Increased Housing Targets

Changes to the National Planning Policy Framework announced by the new Government in late 2024 has more than doubled the number of homes Cheshire East Council will need to deliver from 977 to 2,584 per annum. (incl. 5% buffer). This has left Cheshire East Council with less than a five year housing land supply. Government requires councils to be able to demonstrate a five year supply of housing land.

Muller Property Group is ready to support Cheshire East Council in tackling its pressing housing deficit, aligning with the national Government’s mission of delivering 1.5 million homes by 2030. 

As the demand for affordable and quality housing intensifies, we are committed to partnering with the Council to not only meet these requirements but to enhance the community’s future.

Cheshire East Council has acknowledged the necessity of increasing the annual local housing requirement from 977 to 2,479 homes and we are dedicated to addressing this shortfall by advancing planning applications across strategic sites in the borough.

Meeting Housing Needs in Cheshire East

There is a well-documented housing shortage across the UK, and Councils are required to allocate land to meet local housing needs. 

Cheshire East Council is currently unable to demonstrate an adequate supply of housing, highlighting the need for well-planned, sustainable development. 

Our proposals contribute to meeting this demand, delivering high-quality homes while enhancing the local area.

Formal pre-application consultation

March/April 2025

Detailed online consultation on the emerging proposals for Moorsfield Avenue and an opportunity for local people to provide initial comments on local priorities and aspirations as we prepare an outline planning application.

Outline Planning application​

Spring/Summer 2025

We will submit our outline planning application for Moorsfield Avenue to Cheshire East Council and update this website with information about the submitted plans. Email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.

Statutory Consultation​

Spring/Summer 2025

Cheshire East Council will carry out a statutory consultation on our submitted plans, seeking feedback from statutory bodies such as the Parish Council, the local NHS, education providers and highways authorities, as well as members of the public.

Outline planning application determined​

Summer 2025

In line with Cheshire East Council planning timescales, Cheshire East Council will make a decision on the granting of planning permission.

Reserved matters planning applications​

Winter 2025 

Should outline planning permission be granted, we will then prepare a detailed Reserved Matters planning application. This will involve further consultation with the community on these matters of detail prior to the Reserved Matters planning applications being submitted.
